I have not received any reply yet to my last letter to the Consul, nor have I heard that on this occasion the Wyoming has obtained any prohibited supplies; but should she attempt so to supply herself from this port, the Attorney General, as I before observed, is of opinion that there is not at present any law to prevent the inhabitants of this Colony from engaging in such a violation of the spirit of the neutrality regulations. I shall, therefore, take care that the ordinance required to effect this object is passed without any unnecessary delay.

13. I should mention that the Wyoming was not, on the occasion of her visit last month off Green Island, called upon to depart and put to sea within 24 hours, as she should have been, by the Starboard Master, through misapprehension on the part of that Officer, who imagined that such a proceeding was unnecessary, the vessel being without the limits of Harbour as defined by local Ordinance. Your Grace, however, will perceive from the correspondence with M. Thomsett which forms enclosure No 8 that that officer has been instructed as to the course
